(FIXED) My game won't start. (dsound.dll error)

My game was running fine until I installed this one mod. The mod then would crash my game when trying to load a save I got rid of the mod successfully, but it still won't let me access my saves. I tried re-installing the game, but now it won't even open. It has a message saying
(exception EFcreateerror in module dsound.dll at 000116c5 cannot create file "d;\steamlibrary\steamapps\common\Grand Theft auto IV\GTAIV\asilog.txt". Access is denied.)
I looked a lot of places on the internet and none of them worked. I don't want to have to install anything besides the vanilla files or get rid of my saves.
Things I did:
re-installed the game
made every file read-only
Get rid of script hook
Verify Integrity of Game files
Get rid of the scripts folder
(the mod I got was Parachute IV if that helps. I can send the link)

Your ASI loader (dsound.dll) tries to create a log file in the game folder to which you have no write permissions. You may do one of the following:
- Open in Windows Explorer folder d:\steamlibrary\steamapps\common\Grand Theft auto IV\GTAIV, right-click it, modify Permissions to allow Modify for your user
- Replace dsound.dll with Ultimate ASI Loader that doesn't create a log https://github.com/ThirteenAG/Ultimate-ASI-Loader/releases
Get Ultimate-ASI-Loader.zip, unpack it and rename as needed

Thanks this helped, there is no error when i open it but the game doesn't appear. I think it is because it crashes, but i'm not too sure why this is.

I also think it has something to do with read-only properties. I changed them because of this one video but im not sure what needs to be changed back.

The game is broken for me as well. I had no mods installed. The game runs, but crashes upon driving to a certain location on the map, every time. It's been doing this since the update.

how? I'm trying with the brand new Vi€e C1ty Next@en eD1tion, but stays the same. Gave permittion to iv.exe, as above, but had no luck finding dsound.dll on drive. help. :)
