Are GTA save files kept on Steam Cloud?

for gta 3 vc, sa if I uninstall the game the saves are lost. does the same happen with gta 4? or has cloud save like gta 5

Not on the Steam cloud but unless you disable it the saves are uploaded to the Rockstar cloud (like GTA5).
