Choppy cutscenesq and fps
People are lagging or whatever, and it feels really weird. I am playing the game on 144 fps, 2k.

Also fps is dropping at night it seems, any tips?

Get Fusion Fix. You can limit the game to 60FPS in the ".ini" and even play it in windowed mode without borders at the resolution and refresh rate that you have configured on your PC.

Well I changed Hz of my monitor in PC settings and used vsync to limit fps, so do I still need this fix? Is there some fix for fps drops? Sometimes runs fine, sometimes eh. Or some settings that affect fps most, with my rig I shouldn't have problem, but I know it's bad port.

Also it runs fine during the day, but I just had mission at night and it was really choppy.

this game is broken from the start because it was poorly ported from console to PC. that why it one of the most ♥♥♥♥♥♥ games ever ported .

the game came out in 2008, games back then didnt really focus on high frame rate. i would recommend just playing at 30 to 60.

I literally just downloaded the game and have this same issue. I can't believe how pissed I am that neither Valve nor Take 2/Rockstar thought it might be a good idea to include patches to this game to make certain people buying it were getting their money's worth.

Ignore that 30fps comment, 60+ FPS is totally possible. Look up a few tutorials, there's a couple programs that will be recommended to you that I can't remember off the top of my head at the moment. But I eventually got high res textures with better materials (possibly PBR materials) for better lighting results. Better road textures, cars, buildings, and still was able to maintain a decent 60. Also, if you're playing actually "fine" during the day, in the options turn off "Night Shadows". also turn down shadow distance, and try to limit your detail distance and the other "details" option to 30 instead of 100. Yes the game starts to become noticabely more worse, but it's the BIGGEST performance trade off you can get. I'm serious. Limit both to 25 and you'll never break 60 with everything else maxed out (besides night shadows). Hope this helps some what.
Also, never expect this game to run absolutely perfectly without sacrificing quality. EVGA GTX 1080 SC, i7-6700k 4.6Ghz, and 24GB of DDR4 RAM and I still have issues and took a solid month to narrow down the true performance hitters.

Do you have AMD GPU And a Freesync Monitor i turned on Freesync and it removed all the frame drops and choppy cutscenes for me at 4k
