I'm stuck on "Luck of the Irish"... As soon as the cutscene ends there's an infinite loading screen
Has anyone actually fixed this game and it's issues with infinite loading screens? This is the first time I'm experiencing it. Before it was just problems with performance... I'm kinda in love with GTA IV right now but the fact that I can't get past this specific mission is destroying my vibe. ;(

Already tried using launch commands as everyone mentioned everywhere but they didn't worked out.

Hi.
I just had this same issue but in the mission "Union Drive" (That is Bernie's second mission). After the cutscene the game remains on the loading screen until it crashes or I kill the process. Also I noticed that for some reason this makes my computer work more than when I'm actually playing.
I haven't tried this but maybe you could lower your graphic settings to the minimun and try again.
The reason I believe this is because when I installed the game the graphics were set to low and the animation on the "LOADING" word on the loading screen played "normal". Whereas, when I set the graphics to High that same animation played erratically. I haven't tried what I just told you but I believe this has something to do with the issue.

limit fps to 60 by turning vsync on or using GPU driver control panel.

Actually, this is what has caused problems for me. I reinstalled the game and my problem was fixed but now I have to play without Vsync on otherwise loading screens won't ever load.

might be some stuff related to freesync/g-sync monitors, i dunno.
try capping fps through gpu driver. amd got radeon chill function for that. nonvidia has something similar.

Well I was playing with freesync on but I don't think it was the problem... As I reinstalled the game it worked perfectly. I don't know why I had these issues but I'm glad they're fixed.

I had this same problem on union drive, had to close the game to exit. I didn't intentionally fix it, I just played every mission but that bernie mission, then I saved before just in case, and since I already watched the cutscene prior, I skipped it, and it worked.
