Out of video memory error on launch - RTX 3080

I have an RTX 3080 and have fresh-installed the game and applied this ENB:

When I try to launch the game, after the ENB series logo, the game crashes with an "out of video memory" error.

Any ideas how to fix this?

I reinstalled GTA IV and launched it without adding any mod. It launches to the game's main menu, but now I can't change the graphics settings or resolution without the game crashing and saying "D3D reset failed".

The heck. How can I fix this issue?

I've gotten GTA IV without any mod or ENB to launch and change resolutions. I had the compatibility mode for the exe set to Windows 7, and that seems to have been causing it to crash when I changed the resolution or graphics settings. After removing compatibility mode, the game now launches and I can change the settings.

However, after I install the ENB mod in the OP, the game crashes on launch, saying 'out of video memory'. Is there a tweak I can do to the ENB file to solve the 'out of video memory' error?

I've downgraded the game to 1.0.4.0 and now I've got the ENB I want working. That's great.

Getting this game running properly is a mess, though, and Rockstar should be ashamed about how poor a state they've left the game in.

Physics tied to FPS and some missions needed the FPS capped to 30. Awful performance for the graphics settings. Obscure error messages that are obviously not true (like not enough VRAM), being unable to change visual settings because a GPU is too good for the game to detect (used to be an issue in some cases, but was fixed)... RS like to act like their big shots but their presentation on PC can be a lot more amateur than most actual amateurs.

Is there a texture mod being used in these screenshots, aside from the road HD texture pack?

No additional texture pack is mentioned in the mod-list in the videos and the readme for the ENB file. But the buildings look to me like they have much sharper textures than the stock ones in the game.

Does anybody know what texture pack they might be, if they are from a texture pack?
