Best version for performance+mods?

Which version of the game is usually the most optimized + moddable without too many problems ? I want to get back into the game after years of not playing

The latest Steam version is 1.0.8.0. You asked for the best version that supports mods. That would be 1.0.7.0 as far as I'm aware. You have to downgrade the game to that version manually.
DXVK is a Directx to Vulkan wrapper. I can't provide a link on how to set it up right now, but it should be easily found via search engine. Basically the port of the game is crap and DXVK boosts performance by a mile because... well, Vulkan. I'd also recommend installing ZolikaPatch and FusionFix. Also RecoilFix if you're gonna play with keyboard/mouse.

I know...I meant....what version for the complete edition is currently the most stable...rather than only standalone GTA IV

It doesn't have to be standalone. The older versions support DLCs:

1.0.7.0 EXE should work with the Complete Edition Mine does.
