Thi should let you to play without downloading any dll files!! :)
I had the same problem described.. pressed play on the sign in window: nothing happened.
I struck on the idea of installing xlive..
1. go to: ?:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto IV
2. then 'installers' folder
3. install 'XLiveUpdate.exe'
working for me now :)
For me the issue was using Win 10 N version, which does not have the media files required.
However I was NOT going to install DLLs from random websites. This is dangerous as you do not know what is inside those files (and some people are actually recommending that you download them AND run GTA as admin compatibility.. This is not advised).
To fix I done the following:
1. Open the steam folder and ({install location}\Steam\steamapps\common\Grand Theft Auto IV\GTAIV and try to run GTAIV.exe manually.
2. Verify you get the WMVCore.DLL Missing error
3 Open Windows Settings > Apps > Apps and features > Optional features > Add a feature, and then locate Media Feature Pack in the list of available optional features

4. Repeat (3) for "Windows Media Player"
5. Reboot, et voila.

Rockstar removed windows live. Or is this fix for something else? because I'm running that OS and the games find straight from the install.
The fix was for me trying to install GTA on a new Win 10N build (With the only version of GTA available from the steam store at the time of the comment)
I had to do those steps and thought it might help someone else.
