Anyways, confirming a guy above, you shouldn't have downgraded the game. Also, check the files integrity within Steam
I doubt it has something to do with my specs, but here they are anyway:
OS: Windows 7 Home Premium SP1
MOTHERBOARD: Gigabyte GA-78LMT-USB3 Rev. 6.0
CPU: AMD FX-6300 @ 4.12 GHz
COOLER: Hyper EVO 212
GPU: EVGA Geforce GTX 950 SSC 2GB VRAM
RAM: Crucial 8GB 1600 DDR3
I'm also using some mods to fix some graphical issues.

It's the secondary reason I avoid mods and third party patches, though, but try clean install this time, run the game and check for the issue
