Anyone have this and know how to fix?
I am playing standard GTA IV again and it seems to have a really weird orange/yellow filter everywhere I go (in lit areas) and film grain effect. Anyway i can remove this at all or use a graphics mod to remove those two things.

Film Grain effect? That's only in The Lost And Damned (can be disabled in Display menu, labeled as Noise Effect).

I can't turn it off for some reason, there is no Noise Effect option anywhere in TLAD
