I've not done this in a long time, but what you have to do is make a private server and invite them. If memory serves, its access your Phone> select Multiplayer> select Player Match> select Live> then Create Match> - say Deathmatch/ etc. ./ and Party Mode> Private Slots> Max> Start Game -- I'm typing this from memory but it should be right.

Oh, you BOTH have to be on PC to make it work ... or both on XBOX, etc. to make it work. It will not work cross-platform. UPDATE: Found an article on it at Rockstar Games official site: https://support.rockstargames.com/hc/en-us/articles/200144776-Using-Private-Slots-in-GTA-IV
