EASY FIX If You Have This Error Message Pop Up For A Split Second

"unable to launch GTAIV.exe due to a lack of privileges on the Game Library directory. Please remove any compatibility mode settings or try running as an administrator. If you continue to have problems playing the game, please contact Rockstar Games Customer Service at https://support.rockstargames.com."

If this message pops up for a split second and closes, you're having the same problem I had. All you have to do is close Steam, right-click on steam, go to properties, open the Compatibility tab and check the box that says Run this program as an administator, apply and save. Now just open up steam again and it should work, hope this helps someone. (This has worked for me, given the exact problem described, for Windows 10, may work for other versions.)
