Fusion Fix fixes the deadzone issue. Also, just because it runs fine for you on a 9900k doesn't mean it's a fine port.
Definitely perfectly playable with kbm for driving.
A ton of people did complain actually, they still do. Gta 4s port is notorious for being bad. Up there with saints row 2's port. It isn't just the performance that makes it a rough port either. There's multiple bugs including the deadzone one you just mentioned that make it what it is.
Just because a modern 600 dollar processor can run a game from 2008 doesn't mean it isn't a bad port.
Read through almost any forum or the comments on youtube videos regarding this game and performance. Read through the changelog for the Fusion fix that's basically required to have accurate aiming on this version and see how many small weird issues appear in this version of the game.
Can you show me anywhere in this thread where someone called this game a bad game? Go on and quote it for me. Bad port doesn't equal bad game. I'm half convinced you're trolling actually.
The thing is people do mention it. Constantly. Just scroll through the discussions and take a look. Why would console players mention issues exclusive to the pc port of a game? Those issues don't exist on the console versions of the game because those obviously aren't ported. Bit of a stupid question.
No idea what your saints row 2 hours have to do with this unless your sticking with the logic of "It works for me, therefore no issues exist for other people"
I get it. You like the game. So do I and millions of other people but defending it with your heart and soul and trying to brush aside objectively true and apparent issues with this version is pointless. Maybe you can see if Rockstar will hire you for all the damage control you're trying to do for them.
