It's more than enough. Problem is, the PC version of the game is unoptimised, so you will need to do some tweaking to get it run 'properly'. And by that, I mean to a playable state. Good luck.

This is an old ass game, any computer that has a gpu aboveee 680 should be able to run it no problem.
This game needs to be rewriten and reoptimised for PC, just because it runs well for a few guys with a beast pc doesnt mean others can are able to achieve the same performance.
Do enough digging and find that the ratio of gta 4 running like ♥♥♥♥ on many beaast PC's far outweights those that run it no problem.
I myself have stutteers which is literally unfixable at this point.

Games from 2000s - 2010s were not designed for PC's we have nowadays, have you not seen how many compatibility issues gta 4 had for windows 7 and windows 10 few years back? Rockstar had to patch it up for it to be even launchable (Forget microsoft live).
Matter of fact a GTX 970 with an i5 has a better chance running this game than your ''Beast pc'' could.
Yes its not suprise GTA 4 is cpu intensive but that doesn't disregard the power of the GPU that it needs also.
a simple i5 should be able to run this unoptimised pile of ♥♥♥♥.
The only thing laughable is your illogical response, how are you going to send a video of a random guy on youtube playing at ''stable 60 fps'' and sit here telling me ''This guy has stable performance so your PC is ♥♥♥♥''.
Every computer is different, we could have the exact same specs and I could have 10 more fps than you, don't use a random guy's video as your point.. how do you know that he hasn't gone through a rabbit hole of fixing for the game to be stable for him?
I've done a lot to make this game work, its not up to the community to fix this ♥♥♥♥ PC port, its R* job to do it, which they don't seem to want to.
So expect many many many more threads about how trash the performance is because it's a joke of a port, one of the worst ports ever made in history.
