I removed Action_table.xls, action_table.csv, and action_table_backup.csv from my game directory and tryed to the run the game and it worked with no errors.

If you want you can try to replace the missing file with a blank file of the same name...
i found the file in is location Steam\steamapps\common\Grand Theft Auto IV\GTAIV\common\data\
called action_table.xls

by adding a blank file it should work because it will only look for the files location and not read the contents until after the game writes to it.

no i didnt my game isnt downloading after its verifying idk why
