But let me by the way add to that that I feel it unlikely to solve things: as far as I'm aware the game itself saves to disc, with the Rockstar cloud-sync happening only (if it worked right) on close by the RGL. This would be to imply that for some reason the game has no write-access to the above directory. Generic Windows rights-issue, or perhaps you somehow having managed to start the game without logging in to Social Club at all, i.e., "<some id>" in that path being wrong/unknown to the game.
TBH had something similar to the OP's reports (after installing fixes, as OOTB The Complete Edition version would simply crash upon saving), where the game reported saving errors, but the save worked just fine. Dunno how thoroughly the removal of GFWL was done, but perhaps there are bits and bobs that could potentially give false positives/negatives?
actually it's pretty common problem. And it's frustrating a lot seeing how many gamers in the internet have the some problem, but still no reasonable explanation or problem solving. I totally have a lot of free space on disk, but still cannot autosave or just save (on bed)

Sorry for that! No, disabling Rockstar cloud did totally nothing. That was my hope and it didn't work. Also I vanished Rockstar and GTA IV and Rockstar client from computer, cleared all the traces, reinstalled both and deactivate cloud save. Still same problem.
But game always asking me about savings from Windows Game Live which I never had and which is don't exist anymore
Btw same problem suddenly appeared in Mount&Blade - save error in it too. That's funny, cause a lot of other games are working just fine.
That's why I wanted you to try and see if the directory in fact exists and if so, if you are as your own regular user allowed to create a file in it. Mount & Blade now also acting up is very likely to be a symptom of the same issue. GTA4 as said stores under C:\Users\Your Name\Documents; M&B might also, with your other games that do work fine storing somewhere under C:\Users\Your Name\AppData (a hidden directory). I.e., please check simply through the explorer if anything's up with your Documents directory or specifically Documents\Rockstar Games\GTA IV\Profiles\<some id>\ directory.
If you can write to Documents itself and if Documents\Rockstar Games\GTA IV\Profiles\<some id>\ exists than perhaps blowing all of Documents\Rockstar Games\GTA IV away and letting the game recreate it is all you need. If you don't have gamedata from other Rockstar games in Documents\Rockstar Games, perhaps blowing all of Documents\Rockstar Games away, but careful there to not loose savegames from e.g. GTA5 or L.A. Noire, or...
If the above doesn't yet help...
There are 3 people here with the seemingly same/similar issue, and while I'm not a Windows user as such and thereby not well-positioned for debugging Windows issues... do you perhaps use an account without admin privileges for your gaming? If so, don't get me wrong, well done, but it might in that case supposedly be an RGL bug after all, with the RGL after being installed by an administrator account now in fact trying to save under THAT account. Ubisoft's launcher is comparably retarded in that sense.
But never mind that last bit for now; first just check your Documents and the mentioned directories under it so see if you can in fact create a file there and/or blow existing copies of Documents\Rockstar Games\GTA IV or all of Documents\Rockstar Games away to see if its then recreated correctly if it was not now.
Ayup, I am running computer as an administrator. After you asked I ran the steam and the rockstar client forcing adming rights - didn't help.
Then I tried your other advice - didn't help either.
Maybe I should download old version of Windos Live Games??
Frankly, these save issues would mean one thing, and that's something being quite wrong with your system. If I'd not be interested in getting to the bottom of that, I'd be reinstalling.
