How to change the Language?

I set the language in Steam to Englisch but the Game starts up in German for me! The Rockstar Lauchner is set to English and it works for RDR2. GTA5 required additional command line parameters settings in the Rockstar Lauchner, just GTA4 I can not get to display English text.

Any ideas what I can do? The language setting in Steam doesn't has any effect and I can not set launch parameters in the Rockstar Lauchner

Did you set the Language to English in just the Steam client only or also for the game itself?

From your Steam Library, right-click on the GTA IV title, Properties, Language tab and ensure that it's set to English as well from there.

In your Steam-client Settings, Interface, ensure the Language is also set to English there as well.

After doing so, close the Steam-client and re-start it and then give it a try.

Other than that, I'm not quite sure. But perhaps a theory; Maybe the Rockstar Launcher automatically detects your geographical location and then changes the in-game language to the main language of that region (though I don't know if that's actually the case). So, if you have a VPN service, before launching the game switch your VPN over to a use a server in a location / country in which the English is the main language then try it again and see if that makes a difference.

i created Rockstar support ticket about this issue that i can't switch my always Russian game language to English no matter what i do with Steam or Rockstar launcher options. the answer was to change my Windows language.
but if you have a Home edition (that is my case) which does not allow changing interface language your only option left is renaming language files.
so, go into \steam\steamapps\common\GTA IV\common\text\ and copy&paste file american.gxt and rename the american (2).gxt to german.gxt and agree to overwrite.
repeat the same with both DLC's - in TBOGT\common\text\ and TLAD\common\text\

The language is depent from your OS language. Just change the OS language

Downloaded the Archive, it contains an .ini file and IVLanguageLoader.asi. copy to the game folder, change the value in the .ini file with an editor to the prefered language, start the game. voila

Don't work for change for russian language...
