Launching GTA IV Only Opens Rockstar Launcher
That's pretty much it. I click play and it opens the rockstar launcher and nothing else.

Ok so I went to the directory and right clicked on gtaEncoder, GTAIV, and PLAYGTAIV went to properties and then compatibility and unchecked run as administrator. There was apparently a glitch where steam and/or the game was recognizing the application as the rockstar launcher instead of the game. Opening the rockstar launcher first then gta 4 it gave me a program is already running message. Unchecking run as administrator got it to work for me. The game being available on the launcher now might of contributed to that. Make sure compatibility mode is disabled as well.
Finally a fix that actually worked. Please pin as thread answer.

Same problem here. The rockstar support has contacted me and asked for the rockstar launcher log file, Direct X details and Microsoft Information. Hope they reply soon.
