Based on Rockstar's track record, "support" usually means they are about to **** up a game. Their handling of this game on PC has been one horrible decision after another.
They never fixed anything broken with this game, they just found new ways to screw with it and break new parts for no reason. Why would I give them benefit of the doubt now?
this game isnt broken. its your PC it must be awful if it cant run an old game like this lol
where is the "Poor Optimization" im running this game in 4K max settings at smooth 60fps. no crashes no stuttering no vram problems. this game is very well optimized

GTA V runs smoother than this game. Pull your head out of your a**, you Rockstar fanboy.

GTA IV and Saints Row 2 are known to be two of the worst PC ports of all time. Most people will have a better experience playing this on their Xbox One X with BC because the Xbox port was the most stable version of the game, not to mention all the music and everything is still there and not patched out.
This game is just known for having bad compatibility with different setups, if it works fine for you, great, but it's well known that it doesn't work very well for a lot of people even with rigs more powerful than yours.
If you're not capping the FPS yourself or using Vsync on a 60Hz monitor, if the game was well optimized it would be running much higher than 60FPS anyways as it allows for uncapped FPS.
If your PC can't run it faster than 60FPS even at 4K then the game is not running very optimized and you must not be able to see stutter either because nearly all setups stutter even if it tells you there's a solid 60FPS, Vsync helps but won't fix it completely.
Don't waste your time on this guy. If he wants to ignore a decade of forum posts commenting on GTA IV's poor optimization and the horrible GFWL stuff, let him fellate Rockstar. You can't win with these people.
I just wanted to know if anyone knew how much of this game they were planning to disembowel this go around.
Yup, it appears they tossed everything together arbitrarily. I guess it saves space on your hard drive or takes less time to download since it's one single music file (?) I have no clue.
Edit: Old radio downgrader did work but didn't add episodes exclusive radio station(s) when copy-pasting files from standalone EFLC version. Also it did bug out all languages excluding Japanese and Russian, most likely due to language text files. I shall try to launch the game without those latter. Waiting for a new downgrader.
