Game Struggles on high end PC

My game is running at like 15 frames per second and i don't know why
Anyone know how to work this issue out?

It tanks when i look at advance areas like if i'm on a boat it works fine but when i look at the city it drops to really low
In the apartment i can get around 160 fps but drops when i leave (Obviously, but still drops really low)

I can also run GTA 5 at ultra 60 fps in not so demanding areas

Here are my specs:
CPU: Intel(R) Xeon(R) CPU E5-2678 v3 @ 2.50GHz 2.50 GHz
GPU: Nvidia Geforce GTX 1080
RAM: 12.0 GB

GTA4 wasn't really made for pc, It was just an port, so it means any pc might get low fps

doesn't look too bad. Turn off V-sync. imo. But still. It's weird. Okay? I have like not bad, but a bit old PC. Still, this game runs 50-60 FPS stable. sometimes when I walk in and out of buildings it freezes for 1 second. You sure you have good PC? xD That res is really low. I would guess you play on Laptop. I am no PC-master-professional but laptops always run badly. Other thought is that if your hardware is really new, oftenly old games run badly on newer hardware, also if you have Win10 or something.

For me the DLC Stories from Liberty City run bad. Really bad. But this runs perfectly. Anyways, comment if you find solution. Curious.

My pc is much worse and i get 60-50fps with max setting 900p

Alright i ain't asking for you to roast me.
I don't have a 4k monitor like everyone has but my computer is pretty damn good. Like i said it can run GTA 5 on ultra high settings but GTA struggles.

Older PC hardware that is more comparable to PS3/Xbox 360 hardware will actually run this game much better. There isn't any optimization or support for modern parts.

See, I was partly right in my logic.

Try the usual stuff ,like excluding game folder from antivirus ,check you don't have any programs or services running that might clash .
