Single player:
GTAV is basically GTAIV+EFLC slammed into one game (3 protagonists and much of the new gameplay mechanics the DLC brought into GTAIV now Incorporated into GTAV), with better graphics, dumbed down physics and a less dramatic storyline (still fun, though).
Multiplayer:
GTAV = Elaborate, but, with a grind to hell economy, private sessions with friends is to be preferred.
GTAIV = Simple, straightforward and pretty much dead in comparison to GTAV:O, but, still fun.
GTA V if you like constant madness, a hectic but kinda funny storyline, arcade physics, and a great but also kinda flawed multiplayer mode.
I would go for GTA IV anyday of the week, but GTA V has it's place for some.
Also the characters from GTA V can get anoying at times, some jokes and habits feel forced, Franklin is whiney all the time, Michel can't get his ♥♥♥♥ together and constantly blaps out anoying one liners, and Trevor's madness can get tiresome and predictable very fast.
GTA V has a ton of features, but a lot of it is bloat. GTA V does pretty much everything worse than GTA IV. For example:
-GTA V has more weapons BUT has demonstrably dumbed down and boring combat (you can't shoot guns out of hands and a bullet to a foot is the same damage as a bullet to the head, and cops kill you instantly if you aren't hiding behind cover making shootouts an aggravating hassle instead of dynamic).
-GTA V has more territory to explore BUT most of it is barren, useless filler content you will have to drive through to get anywhere worth going. And it gets tedious really quickly.
-GTA V has more variety of missions BUT fewer of them, and they are even more linear and annoying. Some of the missions are so rudimentary they don't even qualify as real missions.
-GTA V has extensive online play BUT the online is full of grinding, hackers, idiots, griefers, five-minute-long loading screens, and bugs (read the forums for the newest game-breaking bug)
-GTA V has better car handling BUT the coders screwed up the physics so every car you drive has no weight or horsepower.
-GTA V has RPG skill leveling BUT that just means you are awful at everything unless you spend time grinding to become mediocre, then good. Flying in this game is especially terrible.
That's not even going into detail how GTA V gutted parkour and the fighting system for a really stupid bullet-time feature and humping dog. Or how Rockstar messed up the physics and damage models.
So, yeah. GTA IV is better. Anyone saying otherwise is lying to you.
GTA V has better graphics and a stable fps. That's it.
