With lowest settings you are getting 10 fps? That's strange, but not impossible.

processor and RAM probably bottlenecks u. I have simmilar specs, with i5 and 8 gigs of ram and I can play it on maximum with mods that make the game look even better. averaging 30-40 FPS

I love the 'experts' - forums are full of them and none of them really have anything useful to say. OK, Grand Theft Auto IV has a benchmarking tool incorporated into the game which you can run and this will make the game find the best results based on your hardware and driver options. Talking of drivers, the first thing you should do is update your video card driver so the latest is installed and then check the game out.

IF the problem persists, run the benchmarking tool (within the game) and if after that there is still a problem it could very well be that you have programs running on your machine in the background which are resource hungry (some people think that a modern processor can run defrag for example, SKYPE, etc. in the background and they will not impact processor load and performance).

GTA-IV and EFLC are known to have issues with AMD manufactured processors and some graphics cards due to the nature of the software, which in all fairness, was written more than a decade ago and for a very specific set of hardware options.

for some reason, switching from 1920 x 1080 to 1280 x 720 grants me an extra 20-35 fps. Since the game was originally 720p anyway, it doesn't look that bad.
