Helicopter spawn single player

I just started the campaign and I went to a helipad near the airport two or three times and a helicopter is never there. I waited maybe five minutes to see if one would land but nothing came. Do I have to play the campaign to a certain point before helicopters actually show up?

Yes. Helicopters aren't relavent untill later.
If they don't spawn immediately, they will later on.

Additionally you can find helicopters to fly but they are on the "New Jersey" section of the map (Alderney) with one being on the city helipad above the tunnel, another out near the northern end of the island and yet another (a N.O.O.S.E. combat copter) on the roof of a police station on the middle island, eastern side. There is also a helipad with four or more on the lower part of what passes for Manhattan (the middle island). All of these can be obtained at any time if you are willing to make the dangerous trip to the spawn spots. The N.O.O.S.E. one does not spawn until you finish GTA-IV's main story.
