I'm aware of the fact that a number of GTA-IV and GTA-IV: EFLC players are still using the disc based version or are downgrading to avoid the updates that have been applied to both games in the last couple of years. Invariably this leads to a percentage of those users encountering the infamous SecuROM issue that was originally designed to protect the product. I strongly recommend that you make sure you have the latest version of Microsoft's .NET Framework (3.5) and that can be found here: https://www.microsoft.com/en-us/download/details.aspx?id=21 with a direct download for it here: https://download.microsoft.com/download/7/0/3/703455ee-a747-4cc8-bd3e-98a615c3aedb/dotNetFx35setup.exe
