GTA 4 ENBseries stuck at Legal screen problem

My GTA 4 version is 1.0.4.0 and a fresh install. The only 'mod' I have is x-l-i-v-e-l-e-s-s.
But when I want to install any ENB my game won't load because it's stuck at the legal screen or just won't start at all! I've been looking for a fix for days.

I've got a Laptop with an integrated Intel graphics card and a GTX960M. I can run vanilla gta with 60 fps on 'ultra' with my Nvidia GPU.

My game only starts when I delete d3d9.dll but without that file the enb doesn't work, my screen is totally black except for my hud and radar. I can play the game but it's just too dark, I can see Nico's silhouette when I walk to the floating arrow above his bed.

Today I tried to launch GTA 4 (ENB) with my integrated graphics card, it worked, but with a terrible framerate... But my GTX960 still won't run it.

I am not the only one with this problem, maybe one of you have found a fix?

Your ENB possibly is either too new or out of date, causing incompatibility issues.
Be absolutely sure that the ENB is specifically for patch 1.0.4.0

I've tried 7 ENBseries all of them had the same problem... Only my integrated gpu ran it.
