That's not how it works. Maybe you should look up how licensing works? People want to keep earning money off their works. It's just how it works, my dude. That's the world. Any music that was made for the game itself, i.e. the loading/menu music, any interactive music, etc., that's theirs to keep until the end of time, because it was created under the IP. But when you're using other unrelated IP's, it's not your "property." You don't "own" it. You're borrowing it. And they want something in return. And the longer you borrow it, the more they want in return.
They got a ♥♥♥♥♥♥♥♥ of money 10 years ago. If the music industry would not be so greedy and Rockstar/Take-Two would care a little more for their customers, it would be perfectly fine to license those songs forever at a fixed price ... or with a share in profits for each sold game.
The problem we face is rockstar doesn't give enough of a ♥♥♥♥ to make a distinction between the two. They can still make money off digital gta4 sales, so they strip out the music so they can still sell it.
What they SHOULD be doing is removing the ability to purchase gta4 in its original state on steam, and uploading the new version with the songs stripped out for purchase instead if they want to continue selling it. While still maintaining the ability for users to download the original product if they bought it before hand.
They COULD absolutely do this, it's not beyond the scope of ability by any stretch of the imagination, they just don't give enough of a damn to do it in a way that doesn't give a big ♥♥♥♥ you to the player base.
They chose to go the path of least resistance.

Independence FM plays all the lost songs. plus much much much more with or without the radio's funny ads going on. You can skip songs, make it go on random or let the radio mode do its thing.
