They didn't do it for no reason. The songs were removed because their licenses expired.

If the licenses expire, they legally can't have the songs in their game. And I know someone will ask, "why can't Rockstar just new the licenses?" They wouldn't for two reasons I can think of. 1. The licenses may have become more expensive over the past decade, and 2. It's a 10 year old game, Rockstar may want to focus on their current game, GTA V, instead of an old game like IV. They've done this in the past with games like Vice City and San Andreas, though not as many songs were removed in those cases. I don't like that they did this, but I can understand why. Rockstar didn't do it just to be evil. As always, its a money issue. And besides, what's stopping us from just adding the songs into Independence FM if we have the MP3 versions of the removed songs? It's what other have done for the songs removed from San Andreas, after all.
