I lately had to reinstall my nvidia drivers after a windows update and it worked fine after that.
(The update had basic display drivers that got installed so it takes the priority spot)
Do keep in mind that you may still have a minute of black screen after that so be patient.
Open the folder where GtaIV.exe is placed on your computer. this can be found with steam by rightclicking the game in your libary and clicking on properties. find "open file location"and left click it. Find the file GTAIV.exe and right click it to get into properties. (somtimes you have to load this twice to get to the compaibility tab) once you are here look for the disable fullscreen optimizations click box. have it checked and apply the settings.
Run the game in windows vista Service Pack 2.

*If you are useing a nevida CPU*
-going into your nevida control panal and manage your 3D settings.
Right click the back of your desk top and left click on nevida control panel
find the program settings tab. you should see a drag down bar where you can find GTA4 and slect a preferred processer.
Use your High-peformance NVIDIA Processor and Apply the settings.
**make sure you have updated Drivers with your GeForce Experience program, u can find this with your search tool in the bottem left tab on your screen **

Right click the game in your steam library. Left click on properties. then left click on set launch options.
copy and paste this next line into the box.
-nomemrestrict -norestrictions -refreshrate 60
(If your game crashes lower the refreshrate to 50-30 depending on the CPU)
Alternatively you might want to fix GTA-IV so that it runs under the conditions it was designed to run under in 2008. This means changing the settings so that it thinks your Windows 10 machine is in fact an earlier Windows OS, but on startup be prepared for a smaller screen, you will need to change the screen resolution to a modern format ... otherwise it should work fine. Sorry but I do not have a technical explaination for you as I do not have any experience of Windows 10 outside of a few hours in a store, so cannot provide the settings you will need to alter. I suspect such settings will be on the web, so go take a look and good luck.
One last thing, whoever keeps posting ''nevida'' its NVIDIA, get it right for christ sakes!
I don't know what has happend. I tried all of your suggestions to fix it and none of them changed anything.

I reversed back to the previous windoows 10 version, -- No result either...
I used 1.070 patch before, to use mods. But then I tried the newest patch by rockstar, then my GTA 4 didn't launch at all...
I tried reinstalling it, no results.... What the...
It launches, it goes to black, and nothing happends....

Can confirm that for some users the Nvidia drivers are troublesome and I know of one user who had their GPU drivers disappear on them when their Home edition of Windows 10 installed the April update. I didn't have the issue myself, but I use Windows Pro and I am not sure if that made a difference.
The windows update regularly comes with updated graphics drivers. When they're installed, the current (nvidia) drivers are no longer used.
These drivers from Microsoft messed with my recording software, making my screen flash when turned on.
And plenty of games did not want to set to a lower resolution besides in my case 4K. Which for a lot of titles is not a good idea on my gtx 1060
If the drivers are that glitchy, they are sure to cause issues with more software that require gpu acceleration.
Most issues are technically unrelated.

Not necessary to be fair. I am using an old account that this game was already tied to.
Creating an account via the game is not recommended, but creating one online via the Microsoft site (or using an existing one from a decade ago) and logging in shouldn't be a problem. It wasn't for myself.
