The GFWL software still works and is still being updated by Microsoft. And people use it/need it to get to the online part.
If you want to use mods, your best bet is to downgrade your game to a previous version. Search this forum on how.
You said GFWL is dead. And it isn't. That's all.
Lack of players for the online part has always been a problem in the later years of this game. This is an old game. Gamers, just like the mod creators, have also moved on to newer (multiplayer) games. That's also just how it is.
Your best bet for some online fun in this game, is to schedule it with some friends.
