Disregard everything that's been posted, I'll go and edit those later so people don't get confused along with the first one indicating the initial issue. This was a 2014 to 2016 discrepancy with Windows 8 and Windows 8.1 bleeding into 2017 and now 2023 sadly. Culprit is Securom, which is a known anti-piracy nightmare that half worked efficiently stopping anyone from enjoying a working product, half harmed legitimate genuine ownership of this title whether on a disk or by digital distribution. Damage has already been done. Rockstar acknowledges this at least and has completely removed LaunchGTAIV.exe entirely of the newest version, but they don't really care. They only are going to do the bare minimum possible which will entice people to continue buying a broken port. Be prepared for yet another iteration of these to get shoved down our throat yet again, because now I want to play this with the crazy collection of workmanship I've been developing and totally owned my own installation trying desperately after I had fixed it from 1.0.8.0 and that was literally working flawlessly now there is 1.2.0.43 this is absolutely ridiculous, don't feel alone here, you ain't

Wish this issue was exclusively GTAIV, but it's not. This is a recurrent problem with GTAV their Online pay to win nonsense and will continue to be so for the foreseeable future, at least it's less devastating on that side we just have to wait for a new scripthook currently v1.0.2944.0. First off, download a fresh copy of GTAIV, back up your GTAIV folder into a copy if you'd like to sift through your delicate collection of addons which most likely were partially overwritten and now completely broken. Once it's installed, get the latest official 1.0.7.0 update downloaded, and extract it to the root Grand Theft Auto IV folder in steamapps wherever you've decided to install the game for example steamapps\common\Grand Theft Auto IV drop files all files here

When I downloaded the Update from here, the cabinet file was corrupted, even after retrying a few times, so here is a mirror for the identical update. Give it a try only if you ran into issues. Also going to need this, just to be rather safe than sorry, but you can create a .bat yourself if you're worried about what it does. Place this in the same folder as the update files dropped. Don't trust running the old installer, it's old now

Here is what it says inside the batch file, for quick reference. Just extracts the files to a folder, which you need to drag ontop of the files inside the GTAIV and overwrite everything. Finally, because LaunchGTAIV.exe is both non-existant in the install directory and also doesn't work at all anymore, will absolutely need to use the latest version of XLivelessAddon, drop this in your GTAIV folder and then you just run the title with GTAIV.exe or through STEAM, I'll do more investigation into the online

Believe this is the best way, and it's as official genuine and functionally legitimate as possible I did a third-party found download before, because my files stopped working after Rockstar added another invisible update that changed radio songs back and forth because of temporary legal issues or something of that nature, but this looks promising. Going to give a shot with the full detailed script and asi extension that was working perfectly fine before and let everyone know if it's still good to go or not. Sadly, this issue persists even on GTAV and we're constantly having to wait for new scripthook versions whenever they decided to add an update for Multiplayer or useless Singleplayer content, but it's what we need to do the play the title we want, the way we want to play it, you know, properly and such, but there is more. Might be asking, how come 1.0.7.0? Truth be told it's the absolute best version of Grand Theft Auto 4 and has everything from .NET support, .ASI support with compatibility with every nearly every single GTA script or plugin addon that has ever been created. There is also the ability to run Multiplayer without the script or plugins, but with heavily altered installations of the title as long as they're identical between users attending the session, therefore the most ideal. Great strides have been underway to get this version to parity with the full Complete Edition, and perhaps in the future we could see better support and options all around. Don't get your hopes up though, fool me once, shame on me. Fool me twice, shame on you. Make backups and delete old ones regularly or even just every once in a while, don't let history repeat itself with your install as we've been shown it's doomed to reoccurringly happen. Upon extensive investigation, the 1.0.7.0 versions of ENBseries are actually far better and not only that the game simply looks and runs better on 1.0.7.0 even if it's not functionally video-memory perfect as the newest release, just don't use their timecyc or anything in the TBOGT or TLATD or pc and common folder, stick to full fledged overhauls that alter that instead. Don't forget RESHADE, which can use both together for absolutely insane combinations rivalling 2010 era of iceenhancer videos or even one up on what we see today in GTAV. There are plenty of mods to try, and now you don't have to worry about ruining a preciously saved install with no way of replicating it whatsoever except mods which are unfortunately no longer able to be found anywhere. Try to archive the zips

As we see here, you are one of those who are not wanting to play the ORIGINAL GTAIV, any help to you is not working and you can be a danger for stability of Clean PLAYER'S sessions on LIVE Multiplayer.
The support from Rockstar is only for players who have not alter their game.

Nope no mods as of yet so I'm just sticking with 1.0.7.0 even with it not properly detecting video card ram and also some small performance hitches, although that could just because I have morelibertyv3 in addition to the script mods which can hinder performance.

One if you want to play 1.0.4.0 you're going to need to downgrade your GTA. There are many tutorials on google and here on steam a quick google search will find it. Since 1.0.7.0 changed quite a lot, I believe you need to fully install the 1.0.4.0 patch whether manually with the files or with the normal installer and use the exes.

Pretty easy to mod a game and makes users thinks that they are playing the "real" game because the real owners are not often here... pretty good place to lives in GTAIV liberty city...

I feel sorry for that, I use to play a hack copy of the game before falling in love of it, I'm lucky I allready have my XBOX account linked to my Rockstar Games Social Club account, I think that helped me play the game without problem.
