Cell Phone Not Working Properly

I've played the game for a few days now and it's working fine so far. All of a sudden, the cell phone doesn't work properly anymore. I can't navigate the menus using the up and down buttons, I'm stuck on the first menu option. When I try to get to the keypad, it's stuck on the 5 button and I can't type any other numbers. I've uninstalled and reinstalled the game and I've also deleted my save files, but nothing's working.

Check game integrity:
Steam > Library > GTA IV > Proprities > Files > Check file integrity

I've already checked file integrity and nothing seems wrong. I'm using a PS3 controller emulating an Xbox 360 controller using SCPServer. I've also tried the keyboard, but the cell phone doesn't work properly either. I'm also not entirely sure where to go about downloading those dll files.

I've tried it and it doesn't seem to work. Also, I can't move xinput9_1_0.dll.
