how do I play tbogt, as I can not see it in my steam libary. And I can not see the DLC when I launch gta IV.

It's separate DLC, separate game/install, not visible within the GTAIV game.

It's should be visible in your games library under the title:
Grand Theft Auto: Episodes From Liberty City
(Includes The Ballad Of Gay Tony and The Lost And Damned.)
If it's not, contact Steam Support about this matter.

I came here Through google, this is the one of the first options. So pls don't ban me mods. This is still relevant.

Answer: Load up GTA 4 Like normal. Start a new game and you will be asked to start the story or the Ballad.
