Ink build:
And here's the gist of how to use him if you'd rather shoot than run around as a tiny ink creature:
Gun build:
Edit: cleaned up and expanded upon the gun build.
Early on, Momo's secondary has the main utility of both blocking bullets and giving you ink stacks and movement speed.
During fights, Momo is generating a hazardous mist that can quickly sweep weaker enemies and steadily sap at the stronger ones
Surge Ink benefits both of Momo's Skills AND the aforementioned mist
"Beating Rhythm","Quick Sketch", and "Ink and Blank, Yin and Yang" are all single level ascensions which benefit him regardless of if you're building into weapons or ink form, I personally would prioritize these if you see them to remove them from the pool and just because they're pretty strong effects imo.
I just tested it.
Drawing Comes True damage without Surge Ink and no other modifiers vs. standard Crossbowman: 750
Drawing Comes True damage with Surge Ink and no other modifiers vs. standard Crossbowman: 750
Confirming that Surge Ink does not affect it.
