No luck finding Elite Catfish Warrior

I've been playing in both Normal and Elite difficulty, and I've been trying to fight an Elite Catfish Warrior, but I've not found a single one since I've started, it's frustrating because I want to unlock the corrosion sword, but I've not found a single one ever since I started playing, is this bad luck or is it tied to a specific difficulty I have yet to unlock? (Currently I have yet to unlock the hardest difficulty).

This enemy has one dedicated vault, but it shares this vault with another elite. It can also spawn during an elite enemy event, but you get more of chances of this event spawning on higher difficulties. There are also ways on the highest difficulties to force/guarantee an elite spawn.
