The less obvious answer is tiger but he requires understanding of all of his layering affinities and some setup.
The funky answer - bird with a right ascension early on and a lot of grind.
Lei Luo is more about burst sniper damage.
Ao Bai relying on his main skill to deal most damage.
Quing Yan is great in close range burst in conjuction with some of his damage ascensions.

Oh come on, the sniper one. It's a snow leopard not tiger but who cares it's a big cat.
Tao has a talent that allows her to deal around 400% her normal damage with maximum lucky shot chance if you happen to get 3 levels into it. Seeing this also applies to her ability damage she can, but not reliably (as it depends on 1 ascension), get the highest damage output in the game. Ao Bai can wield two weapons and then significantly enhance their damage too; he is the most consistent dps character in the game.
Quin Yang is best for getting through solo maps fastest. Lei Luo deals by far the highest single target damage, but needs to play slightly more cautiously. Crown Prince is more support oriented, but frankly a little underpowered at the moment (due to powercreep).
Even without the crowd control you still can push nice DPS. Playing with the elemental combinations is crazy fun. Grenade for free poison ebuff combined with any fire/electro weapon deals with groups of enemy really well.
But lately I've played Lei Luo a lot more. Just deals more straight damage in a single shot. Long range allows for a bit safer play and with the right talents it is pretty cool. Chain lightning with almost every headshot with the right gun. Just the beetles are a pain in the ass if you don't want to waste a charge of the chain lightning or haven't got the talents for more jumps.
Currently I'm trying Tao and if you like the SMG/Rifle type weapons I think she can deal crazy damage as well. A lot of it depends on a lot of consecutive hits to get charges for the special and triggering secondary effects of the grenade. Feels very quick to play though. And a few times it was quite bursty.
I don't know about the other two. I've heard the dog has the highest DPS but I didn't like the feel of his playstyle.
Burst damage goes to the bird easily. Infinite potential for single hit damage.
For sustained DPS and with average RNG and high talent unlocks, it's absolutely the dog. Dual wielding two extremely stacked weapons absolutely shreds through anything and everything.
The tiger doesn't win any DPS contests since Snipers are more about one hit kills from the other end of the map than they are about maximum damage output, and his abilities favor being far away.
The bunny (new character) doesn't really win in any regard in terms of potential damage output, but has the most stable high damage. She pretty much does great damage with any setup instead of being able to RNG into killing bosses the instant they spawn.
