Also that sounds very unreasonable for the devs to see modding as infringement on their IP, like the only way that could be seen that way is if modders actually made money on their mods, but they don't so there's no reason for the devs regardless of culture to get angry about mods.
For example, someone could be like "Hey I love your game, would love to mod it!' could be interpreted as "Hey, I love you game ,cept for this, this and this and I want to change it, please let me easily rip and modify your game you've worked so hard on"
To be honest, I have sometimes kind of felt like a an ass when asking about mod support on indie games just for that reason since I know not everyone is as open to the idea of other people altering their hard work.
I just like to run around in games with a character model of my own ; u;
People want mod integration and the game would be better with it

If they have a problem with it that's just their problem and they deserve to be called out, as far as I can see this "culture" problem is nothing more of an excuse, not that we have many other games for reference anyway...

the first step to showing support for a game is by paying for it.
the second step is by respecting the devs. this is a blatant disregard for someones culture. not workplace motive. rude.
The first thing you said is a blatant lie. Anyone who's ever spend any amount of time modding knows that the people who are the most prolific modders in any game community are usually russian or asian.
It truly doesn't. I think Gunfire Reborn mods would be cool...
