pretty much when one shot hits 4 times it will trigger (aka one shot but multiple projectiles), so something like prism will never but a shotgun will

Yeah its not very clear in its description, its intended to encourage the use of shotguns for birb to work alongside his description fluff and close range buffing ascensions, though scalpel works as a common alternative.

You know how shotguns shoot multiple pellets? If 4 of those pellets hit a single target, you get a damage buff.

Only really useful for shotguns since a lot of weapons fire only a single pellet per shot. Even burst fire weapons like the Cavalry or Angelic Aura can't trigger it despite firing multiple bullets in quick succession.

Crimson Firescale bombs count if you manage to hit the target with multiple bombs in the salvo. Each level of Victory Rush lowers the amount of pellets per shot you need to activate it. It's four at level one but by level three you only need to hit with two. By that point it's quite easy to use something like Firescale to activate it.

Otherwise, yea shotguns are what you're looking at with Victory Rush.
