What FPS is MC2 running at, when you are having these steering problems with the Emu? If it is 144 FPS or higher, that is a possible cause.
I tested out the Emu on my own Windows 7 PC just now and drove all around the city, including several trips through the Hollywood Hills area. I noticed that the Emu definitely has less responsive steering than the initial starting car, but I never lost control completely the way you and Cybercism have been having trouble with.
However, there is a video that demonstrates how the MC2's physics behaves differently depending on what FPS the game is running at. It was designed to run at a capped 30 FPS, and the higher you go beyond that, the more problems arise.
Although the video only found problems with top speed and damage, it also only tested up to 100 FPS. I suspect that going far beyond that frame rate may introduce steering problems as well.
You are right! When the FPS jumped into 600-800, I couldn't steer. WOW! I could still manage to turn in 400fps.
