Why i can't buy max payne 2?

For some reason steam don't let me buy max payne 2, when i open the game on store there's nothing saying "buy" or add to cart, anyone know why? i only have max payne 1 (i'm from brazil)

Max payne 2 is region locked in several countries. You can circumvent this by buying a key from a third-party site like Instant gaming or Eneba. Max payne 2 is banned in my country (France) but I bought a key from eneba and it worked. I suggest you go see a third party seller and check if the key can be activated in your country, if so buy it and redeem it. If that doesn't work, have somebody who lives in a country that isn't locking Max Payn 2 to gift the game to you.

It's been removed from some countries for some reason and on Steam, when it was on sale, you could only get it in a bundle with Max Payne 1 . Buy a code on Humble Bundle https://www.humblebundle.com/store/max-payne-2-the-fall-of-max-payne, right now its on sale.

You can always try to download a free version of the game, 100% work on modern PCs with working mods
I know this is pirating but when you have no means to buy a game you want to play, this is my best option

My guess is Rockstar doesn't want to support them anymore and removed them from countries that would have translated or censored content. They've removed every game but MP 1 from the Sony store in every country as far as I know. Could also be tax, licensing, royalty issues. there's tons of potential reasons. 3D realms was also the original publisher and while they may have sold the IP publishing rights, that doesn't mean everything used to create it was sold too.
