Nevermind, decided to actually start a new game and its fine. Not sure why the menus are locked to 4:3 while everything else is normal but hey, whatever works.
Any ideas??
Yep,if it shows u that error then remove the spaces from the game folder's name, (e.g. change "SteamApps\Common\Max Payne 2 The Fall of Max Payne " to "SteamApps\Common\MaxPayne2TheFallofMaxPayne" and then edit the appmanifest file with WordPad(..\SteamApps\appmanifest_12150.acf) and change the text after "installdir" to the name of your Max Payne 2 folder ( "MaxPayne2TheFallofMaxPayne" ) and save it.
If it starts downloading the game again just run it from testapp.exe
Thank you so much

The first game does have a couple issues like no sound and JPEG crashing when loading. It appears the game doesn't like modern multi-core CPUs. I had to put a modified dll in the game folder and use the audio conversion patch.
Nothing strange about it. The issue is fairly common
