While you can't control what Max does, the number of enemies and the range at which they engage him give you plenty of time to pick them off one by one. The distance between you and their aggro towards Max ensures you won't suffer for getting to and staying at a good vantage point, aquiring targets while not looking through scope and maximizing the time needed to neutralize threats towards Max. When Mona or Max say something about being pinned down or getting a better view, its time to leave Max and progress through the building.
TL;DR: Kill everyone quickly by spotting without scope, disregard your own cover.

I actually enjoy these segments, as they are the only parts dedicated to showing off what Mona is capable of, given that she's a hitman, and her signature weapon to fit the occasion.
The developers destroyed the game with that entry!
They're asking the gamer to be TOO perfect because not only do you have to be a perfect shot and do that fast on multiple moving targets, if you don't relocate fast enough, Max dies! That's the thing... Max dies too fast and you feel rushed the whole time because you are rushed. There is nothing casual about that part of the game at all, it's totally robotic in terms of you being perfect to get past it.
I don't think I can even finishe the game now and I wanted to see how the story ended since I finshed Max Payne 1.
Developers always tossing crap in a game because they think it's cool and great but never even consider what they're adding might be too much and break casual game play or even stress the crap out of the gamer and ruin their experience.
There were other parts of the game earlier I hated too but this Mona sniper thing was a death blow. 2K sucks!
