I haven't used it either, so I'm not sure what it's keyed to, however the game's key settings should tell you that. It could just be a mouse click too.
The pause button stops the flow of time so that you can renovate without worrying about a random event popping up. It does however mean that you will not be getting new income from your rooms during the time the time is paused :)

Whenever I leave a game for quite a while, before I begin, I'm in a habit of Verifying Integrity Of Game Files. Especially when it's been updated several times since my last play-through.
I have lots of experience with games like this, as well. They relax me, and I enjoy decorating. My wife also loves the game, and when she returned today, as I did, her pause key was also not assigned.
PS:
I only posted my findings, because you asked someone if they knew what key it was. So I offered what I saw, and did to enable it. Nothing more, nothing less. The other part of my comment was added just in case someone comes along, and is in the tutorial, and wondered why it wasn't working for them.
