Do late-game enemies have more health?
I play on hardboiled difficulty and I first noticed increased health when encountering masked soldiers for the first time in the factory. One-hit kill headshots appear to no longer be possible, not even with shotguns.

UPDATE: Colt Commando may be able to kill in one hit.

The commandos and Killer Suit enemies have much more health than the mobster enemies at the start of the game yes. It's to compensate for how the player has much more powerful weapons during act 3 like the Colt Commando and the Jackhammer

I fully understand, but this renders especially pistols nearly useless at later stages as the firerate is lower than enemy flinch time at most distances.
