This is caused by the fact Microsoft itself decommissioned support for SafeDisc[en.wikipedia.org], the DRM system used for these discs, in 2015.

You could fiddle around with no-CD patches to fix this (which would be totally justified in this case, in my opinion, given the issue is malfunctioning copy protection), but the simplest way to get the games running nowadays is probably to just buy The Ultimate Collection on EA's Origin platform.

If you go that way, do note that a lot of the games in that collection have been upgraded by fan-patches to make them a lot more stable on modern systems. You can find an overview of these patches here.

Would the command and conquer the first decade collection be something he could use? I have command and conquer the first decade and it works well. I did test it back in 2018 ca. RA2 works fine, but not Tiberian Sun. https://www.amazon.com/Command-Conquer-First-Decade-pc/dp/B000CPKIT6

It has the same copy protection, actually. But the most popular fan patch for that pack[cncnz.com] simply contains no-cd patches for all games.
(A lot of the patches in there are really outdated though, especially for the oldest three games)
