go to RegEdit
navigate to "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers"
right click on the "GraphicsDrivers" folder in the left
highlight "new" in the popup menu and click "DWORD (32-bit) Value" to create it
name it "TdrLevel"
if its not already, set its value to 0
now give your PC a reset.
now for my new issue.
missing textures! just get the Petroglyph test pattern/default texture on most menu items now.

To resolve the first, go to the game properties in Steam, go to Installed Files, and click "Verify integrity of game files". (Note, if it just says "2 files failing to validate and will be reacquired" then there was no problem. Those two always do that; it's a known quirk.)
To resolve the second, you might need to, uh... how do I put this diplomatically? Well... actually get a computer that meets the game's minimum requirements.
This is not a game from the 90's anymore. This might not be a 3D game, but the huge amount of high-resolution sprites in this are stored in video memory for quick access, and that requires a lot of dedicated video memory, Most integrated graphics cards simply don't meet those specs, and the game seems to have issues with cards that don't contain dedicated video RAM.
Since the error mentions something was "removed" I always assumed this was related to dynamic RAM allocation (since that could "remove" video RAM while a program is running). But this solution actually makes a lot of sense; apparently "TdrLevel" controls an automated system for resetting the graphics driver if the system detects that it is unresponsive for too long, which might indeed appear to DirectX as the graphics "device" it was using (as in, the driver it was connected to) suddenly disappearing.

If Tiberian Dawn still somehow works, crashing after each mission, then it is impossible to play Red Alert, it either crashes immediately upon entering the game, or crashes upon entering the game menu. Video driver version 32.0.101.6332
