who are the civilians that have tons of super powers in Red Alert?

I just did skirmish mode and the middle of the map was controlled by civilians with nukes, fire balls, machine guns and shock powers. I got my ass kicked because they came in relentless waves that were near impossible to defend against. Who are they and how can I fight them?

Well it's skirmish, so there's no story behind it. Just like there's no story behind blue Soviets fighting against green Soviets. It's just there for fun. It's named "The Hills Have Eyes" which I assume is based off the movie...I haven't seen it, but looking at it on Wikipedia it says something about mutants, so maybe that explains their powers and weapons.

Thanks- I found that 3 cruisers concentrated fire on them are pretty effective. Also attack helicopters but they are a pain to try and select each one

Yeah, attack dogs can take them out in one hit, no matter how powerful they are. If you're Allies...then you just have to fight them the hard way. Another thing you can do is to wait for the village to empty out, then send in a Tanya to blow up the buildings. Just leave one standing though, because if you destroy them all then the super-civilians just start spawning from the bottom edge of the map instead.

The map is called "The Hills Have Eyes". For some reason the bottom left player in the map seems to get attacked the most. Phil is the worst with his tesla zapping power. Can't remember the name but there is another guy who has a nuke power. Their clothes are always the same so that gives them away from a glance. Focus on those two units if they come anywhere near your base. You can build naval or air units to take them out more easily.

Also you can sell your buildings and they have a chance of giving you those same units or if your buildings get destroyed. If you get a Phil put him behind your defense towers and he will zap things long before they get to the towers.
