Anything past RA/TB most likely has issues with the actors (i.e royalty fees) hence why they're on hold indefinitely.
This is the same issue you have with a bunch of old Japanese games that are voiced.
AoE is more popular because it's AoE, which is why it has more staying power even if the numbers are low. RTS was always a niche and even more so now thanks to MOBAs, hero shooters and BR. Being EA probably doesn't help much either. I know it left a sour taste in my mouth for quite some time i.e FU Origin and EA being EA.
Depending on how motivated people are to praise a game, vent their anger or if they just dont care because for example the game was free the ratio can vary a lot from 1:25 to 1:200.
Taking the low end ratio for C&C Remaster it could have 22551 reviews * 25 = 556773 sales on steam.
Maybe the team is small and needs time.
Or the team is just not interested in doing a similiar job yet again.
No doubt it would be a huge success though.

I quess it sold about 1 million copies on STEAM,it 100% exedded sales expections it was clear few months after the release.
+it sold some on other platforms too.
I am pretty sure both RA 2 and Tibsun would be a success as well in a package.Likely even sell better than RA 1.
I also wonder why not remake the sequels,RA 2 was considered the best in the series by many people.
I do hope I am wrong but sadly big corp doesnt care much for smaller games when at the end of the day they have bigger ticket items that use micro transactions. Would be better to see EA become more sub divided into smaller teams with a bit more freedom (Doubt).
If you fancy Generals though and you Own RA3 try Evolution mod for RA3 that makes a updated/new version of Generals.
Imagine if 10 million people bought this game for 1 cent vs 1 million who bought this game for 1 dollar. Many like to inflate numbers even if there's no reason to.
4X, RTS, Grand Strategies, Racing and Fighting games sell quite poorly overall unless you have a really good gimmick on offer (Rocket League) or fanservice (i.e Dragon Ball whatever) these days because the market is so saturated with junk for anyone out there.
All 5 genres I mentioned have a steep learning curve where the biggest factors are time and patience. In the end at least on PC you're gonna have numbers in the low thousands once it all settles down, because people who are interested in MP are either gonna get rekt or meet a troll with nothing between. This is why all these genres nowadays get so many DLCs to make up for lost sales/dwindling user base. Some even do this deliberately as is the case with Paradox and GW which is I why I stay away from them.
I mean who cares if your game only has 1000 people playing it as long as they are "willing" to fork up 100€ on a yearly DLC which adds nothing but "fanservice".
Running servers is cheap and pumping new models/costumes is even cheaper and probably was in the making before the game had even been released. Then add the fact that you have those who even does same as the the core audience due to FOMO regardless if they are invested in the game or not so maybe 10k at best?
Arc System Works is probably the best example of that. And they release a new game every year. It's the perfect milking machine even if the games are trash and the only ones playing them on a daily basis are the ultra "hardcore" because they have nowhere else to go.
Red Alert 1 is old enough it might just be better to remake at this point. But it's classic...
