C&C was a late first generation RTS made by the company that pioneered RTS games. Multiplayer was also in its infancy as web connections fast enough to support real time games were rare outside of LAN parties.
So a lot of the lessons for AI scripting just hadn't been learned yet.
All that being said, the AI will build up and try to steamroll you with units until it runs out of funds and you can walk in and destroy their base.
Search up the user maps for 3-player co-op and those pack decent A.I. for being challenging. The "hard" ones are improved.
