Report a translation problem
On maps where there is land access, you can just tank rush the base. If they spent money on navy, you should come up ahead in the tank battle (unless you wanna fight them through naval warfare yourself). If someone has a large fleet of cruisers, try to bait them in misfiriing their own buildings and try to take out their GPS. In my experience, it's very common for Allies players to just rage quit after losing their tech center, even when they have 30 cruisers on the map.

Is there any maps you play in particular with water? because the counter strategy can often depend on the map.
If you hear a message like "Out base is under attack!" or "Unit lost." then hit Tab to go there. I rebound it to space because it's loads more useful.
I just remembered a thing... Don't know if you've noticed but Soviet submarine torpedoes will hit ANYTHING that is in front of them. I learned that the hard way when I killed half my own boats while trying to sink a cruiser. >_<
