Can it be that they lowered the amount of tiberium you farm or the 'sources' of tiberium are faster harvested?
Don't prioritise that second refinery too much. Only build it after you got 4 orcas. Then you can use them to start clearing out the turrets and the flame tank in the west. Once you clear out all stuff there you got a whole new tiberium field to harvest. This also makes the west the better place to put that second refinery.
The enemy has one choke point in the north-west that they all need to come through. Once you scout that, and you got a comm center to constantly keep an eye on it, you should be able to use the Orcas to snipe all vehicles before they reach your base. Just stay far enough away from their SAM Sites before actually attacking them, don't use your Orcas to take out the infantry, and actively make your Orcas avoid their Bazookas. At the base, build groups of two guard towers together and they should mop up any incoming infantry and buggies. If the occasional Bazooka manages to attack your defenses while staying out of range, use grenadiers to take it out.
Note, you can technically rush this mission by rushing an APC with some Grenadiers (or Bazookas, but Grenadiers are faster and more versatile in case the APC dies) through their base, punching through the wall at the end, and then moving beyond that, and that'll trigger the evac chopper to arrive. I don't advise triggering the chopper before the SAM Sites are gone, though, since they can shoot it down, which gets you stuck in a deadlock situation since you only get one and killing all Nod does not substitute the evac objective.
Though if you manage to rush an APC all the way through, or at least get your grenadier squad there, their Construction Yard is right there at the end, so the troops you brought should be able to destroy it, or at least scout it. And even with the SAM Site around, you should be able to take it out with Orcas.
And after the Conyard is gone, well, it's just a matter of taking out those SAM Sites one by one. The trick there is to attack with at least 5 Orcas, and when the SAM starts shooting, select the one that was targeted, and when the SAM Site pops down and then starts popping up again, give it the "S" command to return it to base. That way you will not get any losses.
Oh, once you got a stable situation, with 4 Orcas and pairs of guard towers at all extremities of your base, and you got that second refinery, you may want to get a Repair Facility before moving on to the Weapons Factory. Keeping those Orcas healthy is a big priority.
Once you do have tanks though, you can use them to cross the bridge in the north-east and harass the SAM site there. That'll make the enemy troops pour our of their base, giving the aforementioned grenadier-APC rush a much higher chance of success. Just gotta time it all right. Wait for a big attack, take it out the usual way with Orcas, move APC to the north-west but out of the way of incoming troops, attack the SAM Site and power plants in the east with your tanks, wait for all troops to rush out of the base, then rush the APC through.
Or just, y'know, take out the SAM Site once, and before they got a chance to rebuild it, land an Orca in that area to scout around until you find their Construction Yard. That also works.
