EA doesn't have rights for LotR franchise anymore so they can't make new releases of their LotR games - and putting it on Steam would be a new release.
As for Generals - it's probably (unfortunately) too offensive in today's political climate.
Generals is still sold in the C&C collection on origin, they can get that here.
In regards to Battle for Middle Earth, I think you may be wildly underestimating how complicated a situation that would be. WB currently has the rights to create and publish their own Lord of the Rings related games. At the same time, WB didn't make Battle for Middle Earth and they would need to get permission from EA to republish it. This isn't really likely to happen.
When it comes to licensed games, this kind of stuff can happen and you just gotta learn to accept it.
EA do not monitor and barely moderate this forum.
If these games were re-released today, I would even pay the price of the original release and It wouldn't even need to be remastered.
Ironic how EA is not allowed the rights to the franchise when there was no problem allowing Amazon to make that halfwitted series?!
